This list of claims has been circulating on right-wing social media pages. The
list has been roughly categorized, and then shown in the original order,
numbered for ease of reference. Please help #factcheck these

The post begins with the framing "What has
PRESIDENT TRUMP and his cabinet accomplished you ask? Since the liberal media
won't tell you, we will. Here you go."
Before reading through the claims in this section, it may be worthwhile to
review the differences
between types of executive and legislative actions in the US federal
government.

Executive Orders are most often used
to manage federal operations and dictate how the executive branch will
operate. These orders carry the weight of federal law. Executive Actions bear less weight, since
they aren’t subject to legal review and aren’t published in the Federal
Register. Executive actions and orders can be blocked by Congress or the
Supreme Court.

Congressional Bills are legislation
introduced, debated, and voted upon by Congress. If a bill passes, it goes to
the president. If the president signs the bill, it becomes law; if the
president does nothing, and Congress is in session, the bill becomes law after
10 days. If the president vetoes the bill, it goes back to Congress, where it
must receive 2/3rds or greater support to become law.

- “Trump recently signed
3 bills to benefit Native people. One
gives compensation to the Spokane tribe for loss of their lands in the
mid-1900s, one funds Native language programs, and the third gives federal
recognition to the Little Shell Tribe of Chippewa Indians in Montana.”
TRUE, MISLEADING:
Trump signed those three bills, but all three involved decades of context.
Trump has been involved in other
controversies around Native Americans and indigneous land rights.
- “Trump finalized the
creation of Space Force as our 6th
Military branch.”
MOSTLY TRUE: The
creation of Space Force has begun but is not exactly “finalized”. The
President signed
the 2020 National Defense Authorization Act during a ceremony at Joint Base
Andrews, MD, on Dec 20. 2019, and with it, directed
the establishment of the U.S. Space Force as the sixth branch of the armed
forces. Space
Force is a "branch within a branch" similar to the Marines. The
US previously had a Space Command from 1985 to 2002; the Space Command was re-established
in 2019. Currently the separation of duties between these bodies is still
being decided.
“Trump signed a law to make cruelty to animals
a federal felony so that animal abusers face tougher consequences.”
TRUE:
Trump signed H.R.724
of the 116th Congress (2019-2020), introduced by Democratic
Representative Ted Deutch in 2019, into law. This bill expands existing
animal cruelty legislation. The Obama administration similarly revised
existing legislation through the Animal
Crush Video Prohibition Act of 2010 — a bill introduced by Republican
Representative Elton Gallegly from California — which outlawed the sale,
distribution, exchange, marketing of such videos in interstate or foreign
commerce.
“Violent crime has fallen every year he’s
been in office after rising during the 2 years before he was elected.”
TRUE, MISLEADING: Although this
statistic is technically accurate (yearly violent crime did drop in 2017
and 2018 despite
the rape rate continuing to clime during those years), crime stats for the
previous five years reveal the directional trend: there
was a violent crime uptick in 2015 and 2016 during the historically
controversial election. The US violent crime rate topped in 1991, but
between 2010 and 2019 the rate has not changed by more than a 3% margin.
“Trump signed a bill making CBD and Hemp legal.”
FALSE: H.R.
2, the Agriculture
Improvement Act of 2018, makes industrial hemp production permissible for
farms with permits, and makes hemp producers eligible for the federal crop
insurance program. This bill does not allow
individuals to grow hemp (nor does the bill change anything about other
varieties of cannabis such as those which contain THC). Individuals can still
be arrested in most parts of the country for growing hemp, and the rules are
still being finalized.
“Trump’s EPA gave $100 million to fix the water
infrastructure problem in Flint,
Michigan.”
MISLEADING: While
the claim is technically true, it is a misleading claim since President Trump
did not have anything to do with the funding. In 2016, President Obama signed
legislation from Congress approving
funding for several large public water projects, "including $170 million to
address lead in the drinking water in Flint, Michigan," but the funding
was not officially awarded to Flint by the EPA until March 2017 after
President Trump had been inaugurated. Despite this, the
city of Flint put out a Public Participation Plan in 2016 as soon as the
funding was passed.
- “Under Trump’s
leadership, in 2018 the U.S. surpassed Russia and Saudi Arabia to become the
world’s largest producer of crude oil.”
TRUE: The
United States is now the largest global crude oil producer according to the US
Energy Information Administration.
- “Trump signed a law
ending the gag orders on Pharmacists that
prevented them from sharing money-saving information.”
TRUE: Trump signed two
bills into law: the Know
the Lowest Price Act and the Patient
Right to Know Drug Prices Act. These two senate bills (2553 and 2554) were
introduced on the same day by a Democrat and
a Republican respectively
and help promote transparency in the pharmaceutical industry.
- “Trump signed the
“Allow States and Victims to Fight Online Sex
Trafficking Act” (FOSTA), which includes the “Stop Enabling Sex
Traffickers Act” (SESTA) which both give law enforcement and victims new tools
to fight sex trafficking.”
TRUE, MISLEADING: FOSTA (sponsored
by Republican
Ann Wagner) and SESTA (sponsored
by Republican
Rob Portman) were merged into the Allow
States and Victims to Fight Online Sex Trafficking Act, which Trump signed
in April 2018.
The effectiveness of the bill has been questioned: "Police
Realizing That SESTA/FOSTA Made Their Jobs Harder; Sex Traffickers Realizing
It's Made Their Job Easier".
The EFF filed a free speech federal lawsuit about the constitutionality of
this legislation. The lawsuit was dismissed by Judge
Richard J. Leon, a George W. Bush appointee, but the dismissal
was appealed by the EFF and reversed by the DC appeals court.

require airports to provide spaces for breastfeeding
Moms.”
TRUE: Trump
signed the Fairness
for Breastfeeding Mothers Act of 2019 in July 2019. The bill was
introduced by Democrat
Eleanor Holmes Norton earlier that year.
- “The 25%
lowest-paid Americans enjoyed a 4.5%
income boost in November 2019, which outpaces
a 2.9% gain in earnings for the country's highest-paid workers.”

TRUE: Trump
did sign the Save
Our Seas Act, which renews $10 million per year of funding for NOAA's
Marine Debris Program and extends the program for five additional years. This
funding is used by the Marine Debris Program specifically to fund the
following initiatives and has already been successful in removing
hundreds of tons of debris from our waterways. See also the Save
Our Seas 2.0 Act (by the same author, Republican
Senator Dan Sullivan) which passed by voice vote in both the Senate and
House.
- “He signed a bill this
year allowing some drug imports from Canada so that prescription prices would
go down.”
MOSTLY TRUE: Trump
didn't sign a bill but rather a
series of executive orders designed to reduce the price of safe
prescription drugs and life-saving drugs, like insulin. One of these executive
orders allows for the importation of safe prescription drugs from other
countries, including Canada.
- “Trump signed an
executive order this year that forces all healthcare providers to disclose the
cost of their services so that Americans can comparison shop and know how much
fewer providers charge insurance companies.”
- “When signing that bill
he said no American should be blindsided by bills for medical services they
never agreed to in advance.”
- “Hospitals will now be
required to post their standard charges for services, which include the
discounted price a hospital is willing to accept.”
- “In the eight years
prior to President Trump’s inauguration, prescription drug prices increased by
an average of 3.6% per year. Under Trump, drug prices have seen year-over-year
declines in nine of the last ten months, with a 1.1% drop as of the most
recent month.”
- “He created a White
House VA Hotline to help veterans and principally staffed it with veterans and
direct family members of veterans.”
TRUE: Trump
promised a 24-hour VA Hotline as item 6 of his 10-part plan to reform the VA. Although
the hotline arrived two months late and way over budget, the
hotline is now up and running as promised.
- “VA employees are being
held accountable for poor performance, with more than 4,000 VA employees
removed, demoted, and suspended so far.”
- “Issued an executive
order requiring the Secretaries of Defense, Homeland Security, and Veterans
Affairs to submit a joint plan to provide veterans access to access to mental
health treatment as they transition to civilian life.”
TRUE: "President
Donald Trump issued an executive
order that required the VA, Department of Defense and Department of
Homeland Security to develop a plan by March 9 [of 2018] on how to provide
mental health care seamlessly to new veterans and implement that plan within
180 days... The VA sent its final version of its plan to the White House on
May 3 [of 2018]." (Stripes)
- “Because of a bill
signed and championed by Trump, In 2020, most federal employees will see their
pay increase by an average of 3.1% — the largest raise in more than 10 years.”
MOSTLY FALSE: Trump
did not champion this bill, as he initially was promoting a mere 1% increase.
His administration said "federal
agency budgets cannot sustain such increases" about wage boosts above 1%.
Only after Democracts
reintroduced the Federal Adjustment of Income Rates (FAIR) Act in January
calling for a 3.5% federal pay raise, was a compromise reached. Trump
signed the legislation for a 3.1% federal pay raise, but it will go into
effect in 2021, not 2020.
- “Trump signed into law
up to 12 weeks of paid parental leave for millions of federal workers.”
TRUE, MISLEADING: Trump
signed a military funding bill which included the
extension of 12 weeks of paid parental leave to all 2.1 million federal
employees, a change which has long been pushed by prominent Democrats such as
Chuck Schumer and Nancy Pelosi. The item was directly traded across party
lines, according to Pelosi: the
addition of this item to the funding bill was a concession to Democrats in
exchange for the creation of Space Force.

will provide HIV prevention drugs for free to 200,000 uninsured patients per
year for 11 years.”
MISLEADING: The
claim implies that the Trump administration is providing the drugs, but the
drug manufacturer Gilead is the group donating the drugs. This program
ended in May, a year after it began, due to the pandemic.
- “All-time record sales
during the 2019 holidays.”
TRUE: Retail
sales in 2019 saw a large increase over the previous year, though 2018 did not
see such growth. “The growth rate reported [for 2019] is nearly double the
weak 2.1 percent seen during the 2018 holiday season, which was slowed by a
government shutdown, stock market volatility and interest rate hikes. Sales
during December 2018 were down 0.2 percent from the year before.”
- “Trump signed an order
allowing small businesses to group together when buying insurance to get a
better price”
FALSE: Trump did sign
an executive order, but the order did not allow small businesses to do
this, since it was blocked
by a judge as being a violation of the Affordable Care Act.
- “President Trump signed
the Preventing Maternal Deaths Act that provides funding for states to develop
maternal mortality reviews to better understand maternal complications and
identify solutions & largely focuses on reducing the higher mortality rates
for Black Americans.”
TRUE, MISLEADING: CDC
first initiated national surveillance of pregnancy-related deaths in 1986. A
significant improvement in data collection was recommended in 2003 and was
implemented between 2003 and 2017. With
the new reporting changes in place, in January 2020, NCHS released the first
national data on maternal mortality in the United States since 2007. While
disparities in maternal mortality rate are evident with Black,
American Indian/Alaska Native women most affected, reviews include all
maternal mortality data reported regardless of ethnicity and are not centric
to any specific demographic. On Dec 21, 2018, President
Trump signed the Preventing Maternal Deaths Act of 2018, which amends the
existing Public Health Service Act to reauthorize and revise certain CDC
programs that support state and local surveillance of maternal mortality.
- “In 2018, President
Trump signed the groundbreaking First Step Act, a criminal justice bill that
enacted reforms that make our justice system fairer and help former inmates
successfully return to society.”
MISLEADING: Trump
signed this law and then didn’t provide any money for the changes. The act's
funding fell far short on Trump's budget: only
$14 of the $75 million needed for the program to function. "More than 10
criminal justice reform advocacy groups, including Nolan’s, first brought up
funding concerns in February, when they sent House and Senate appropriations
committee members a letter urging them to prioritize money for the law."

campus of a historically black college; however the award was being given not
by Benedict College, but by the “20/20 Bipartisan Justice Center,” a nonprofit
organization founded by 20 black Republicans and 20 black Democrats in 2015. Only
seven students from the college were allowed to attend the ceremony, and
students were asked by the college to stay in their dorms.

President Trump’s “fighting” with his
impeachment charges. The rest of this closing segment is editorialization
and not checkable. The sentence “No links provided to remove bias as Google
search is easy” is quite a red flag: misinformation survives and thrives on
uncited claims in the chaos of social media.
